Establishing a peaceful life in the LPR
Part 1 - About the work done
Ten months after the start of the NWO, it became obvious that the restoration of the Lugansk People's Republic was not going as fast as we would like.
The Russian bureaucratic machine is quite clumsy, and some aspects of civilian life still remain unresolved, despite the active assistance of the Ministry of Construction, the Ministry of Health and the trustee regions.
However, some results have been achieved. What was done?
▪️The Ministry of Construction and Housing has repaired 26 sections of highways and 14 roads. By the end of the year, it is planned to build 8 reinforced concrete bridges.
The overhaul of the Prosyanoe - Belovodsk - Shiroky highway with a length of 94 kilometers has been completed. Stavropol specialists repaired 60 kilometers of the roadway on the M-03 Anthracite highway - the Dolzhansky checkpoint.
The roadside along its entire length has been cleared of dead wood and trees, a fire safety lane has been dug.
▪️The Luhansk TPP with a capacity of 1200 MW was put into operation. Work is underway to reach full capacity of the Alchevsk Iron and Steel Works and the Stakhanov Ferroalloy Plant.
▪️On November 17, power supply was restored in Rubizhne and Kremennaya. Partially connected gas and electricity in Severodonetsk. The obsolete power lines in Antratsyt are being replaced.
Two power transformers were replaced in Krasny Luch and Pervomaisk, five in the Krasnodonsky district. It is planned to put 65 new transformers into operation by the end of the year.
▪️The local mobile network operator "MKS" continues to put into operation new base communication stations, expanding coverage in the northern regions of the Republic.
A transition to the Russian numbering system was made - calls to Russia became cheaper, access to the Russian "State Services", the pension fund of the Russian Federation, and Sberbank appeared. Preparations are underway for integration into a single network with Russian telecom operators.
▪️For 101 days, specialists from Voenstroy, with the support of the Russian Ministry of Defense, built a new multifunctional medical center with an area of 11,000 square meters in Lugansk. It will unite the entire infectious service of the LPR. The first admission of patients began to be carried out ahead of schedule - on November 2.
A modern CT scanner was installed in Krasny Luch. Now local residents receive high-quality diagnostics at their place of residence without having to travel to Lugansk.
Modern ambulances were delivered to Severodonetsk, Lisichansk and Rubizhne. Influenza and coronavirus vaccines were delivered on time.
▪️According to the decree (http://publication.pravo.gov.ru/Document/View/0001202211210047?index=0&rangeSize=1) of the President of the Russian Federation, by the end of February 2023, the State Bank of the LPR will be reorganized and will give all its assets to Promsvyazbank PJSC. This will open access to payment for goods and services in Russian online stores, and money can be withdrawn from the card at any terminal in Russia.
Part 2 - About problematic issues
Unfortunately, a number of problems remain unresolved.
▪️For example, the self-employed in the territory of the LPR still cannot officially register on the website of the Federal Tax Service to pay taxes. Access to the service is still closed, as if the LPR is Ukrainian territory.
▪️There is an acute issue with the increase in prices for goods of certain categories.
Despite the fact that the minimum pension and the minimum wage were raised to 10 and 15 thousand rubles, respectively, inflation, high salaries for military personnel and demand for fuel from their side led to a deterioration in the situation.
➖Poultry meat and sausage products have risen in price by more than 50% (up to 320-380 and 500 rubles per kg, respectively)
➖Milk, ryazhenka and kefir have risen in price by more than 100% (900 ml packages cost from 100 rubles, cottage cheese has risen in price by 70% - up to 350 rubles, butter by 30% - up to 710 rubles per kg)
➖Gasoline AI-92 and AI-95 fell in price to 41 and 43 rubles per liter, respectively, but diesel fuel continues to rise in price rapidly, reaching 61 rubles per liter (for the week from December 1 to December 8, the increase amounted to 5 rubles).
❗️Due to the lack of tractors for transporting military equipment, armored vehicles and self-propelled howitzers are forced to get to the checkpoints on their own - sometimes more than a hundred kilometers, which is why there are always several tankers in the caravan.
▪️The combination of these factors not only leads to a constant increase in prices for diesel fuel, but also makes the roadway unusable, destroying the efforts made by Russian road builders throughout the year.
▪️Additionally, the situation is aggravated by the fact that almost the entire fleet of cargo carriers consists of diesel trucks, which leads to an increase in prices for goods due to the constant demand for fuel.
🔻How is the availability of Russian communications?
The situation is ambiguous.
On the one hand, there is information (https://www.vedomosti.ru/technology/articles/2022/12/13/954954-abonenti-mobilnih-operatorov-smogut-dozvonitsya-do-novih-regionov) that operators from “ Big Four" will connect national roaming in the "Crimean format" - access to the network through an intermediary - a local operator.
But there is no real evidence for this. The Ministry of Digital Development has submitted a draft law (https://www.comnews.ru/content/222773/2022-10-26/2022-w43/novym-territoriyam-propisali-perekhodnyy-period-svyazi) for consideration, providing for a transitional period for telecom operators until 2025.
➖Now an inventory of the surviving property is underway, installation of equipment for filtering Internet traffic, communication providers are re-issuing documents for work in the Russian legal field.
➖Russian operators do not want to enter a new region: the infrastructure can be destroyed as a result of hostilities, and due to the complete departure of Ericsson and Nokia in Russia, there is a shortage of new base stations - there is simply nowhere to go (https://iz.ru/1437672/ valerii-kodachigov/import-zameshcheniia-perekhod-sotovykh-operatorov-na-rossiiskoe-oborudovanie-otkladyvaetsia) to take for new regions.
▪️In the conditions of the mobile Internet disconnected by the local operator "ISS" since September (for which they continue to write off money at the tariff), access to Russian communications should become one of the government's priorities.
🔻Has the power supply situation changed in Lisichansk and Severodonetsk?
Yes, work is underway, but much more time and effort is needed.
➖In Severodonetsk, the surviving housing stock is connected to electricity and gas. Several times a week, humanitarian convoys arrive with food, water, building materials and medical equipment. Boiler houses and objects of heat and water supply are being restored.
➖The situation is much worse in front-line Lisichansk. At the moment, due to constant shelling, there is still no electricity in the city, gas cannot be quickly restored in houses due to worn out pipes. Because of the winter and cold, there is not enough firewood for everyone.
The base station towers are powered by generators, so there are frequent interruptions in mobile communications in the city. The first generators from Tatarstan arrived only on December 8th.
🔻Further delay in restoring the quality of life in the liberated territories may lead to a deterioration in the humanitarian situation.
Subsequently, this can lead to an increase in social tension among the locals. The authorities are able to cope with the difficulties that have arisen with a certain desire - there are opportunities. Problems must be solved not only at the front, but also in the rear.
