Η σκιά της διχοτόμησης πλανάται πάνω από την Λιβύη

Αξίζει να σημειωθεί ότι οι πολιτικές ίντριγκες της Λιβύης αναπτύσσονται καθώς οι μπότες ξένων μισθοφόρων που έχουν φτάσει από την Τουρκία, τη Ρωσία και τα ΗΑΕ είναι ακόμα γερά "φυτεμένες" στην άμμο της ερήμου.

Με την αναβολή των εκλογών στη Λιβύη της 24ης Δεκεμβρίου 2021 προέκυψε ένα εφιαλτικό σενάριο για τη Μεσόγειο γενικά και για την Λιβύη ειδικότερα: τη διχοτόμηση της Λιβύης με την Τριπολίτιδα (δυτικά) στα χέρια της Τουρκίας και του Κατάρ, την Κυρηναϊκή (ανατολικά) στα χέρια του άξονα Ηνωμένων Αραβικών Εμιράτων, Αιγύπτου και Ρωσίας, και το Φεζάν (νότια) στο έλεος των γεγονότων. Για τους δυτικούς διπλωμάτες και τους Λιβύους «πολιτικούς δεινόσαυρους» είναι ταμπού, σχεδόν βλασφημία. Ποτέ δεν αναφέρθηκε ανοιχτά, δεν ειπώθηκε ποτέ δημόσια στα αμέτρητα (και πόσο χρήσιμα άραγε;) διεθνή συνέδρια για τη λιβυκή κρίση, Σήμερα η διαίρεση της πρώην Τζαμαχίρια του Μουαμάρ Καντάφι δεν είναι μια απλή υπόθεση: είναι μια οδυνηρή πραγματικότητα. Το να το αρνηθείς σημαίνει να θάψεις το κεφάλι σου στην άμμο. Αλλά ίσως δεν είναι ακόμα πολύ αργά για να το αλλάξει αυτό. Το 2022 αντί να είναι μια χρονιά Αναγέννησης μπορεί να γίνει μια χρονιά διχοτόμησης.

Οι εντάσεις ανάμεσα στις αντίπαλες λιβυκές δυνάμεις εκδηλώθηκαν και στην Διάσκεψη του Παλέρμο για την Λιβύη, όπως συνέβη και με τις διαφορές Ρώμης-Παρισιού, που έχουν αντικρουόμενα συμφέροντα στη βορειοαφρικανική χώρα...


Ο ίδιος ο διοργανωτής άλλωστε, ο Ιταλός πρωθυπουργός Κόντε, δήλωσε, πριν την έναρξη των εργασιών, ότι στον δρόμο για την αποκατάσταση της σταθερότητας στην Λιβύη «δεν προβλέπονται συντομεύσεις της διαδρομής ούτε...θαυματουργές λύσεις».

Παρόλα αυτά, οι δύο κύριοι αντίπαλοι στην στρατιωτική κρίση της Λιβύης, ο πρωθυπουργός της αδύναμης, αλλά διεθνώς αναγνωρισμένης κυβέρνησης της Τρίπολης, Φάγεζ αλ-Σάρατζ, και ο επικεφαλής του αυτοαποκαλούμενου Λιβυκού Εθνικού Στρατού (ΛΕΣ), Χαλίφα Χάφταρ, συναντήθηκαν για πρώτη φορά από τον περασμένο Μάιο. Στο Παλέρμο από λιβυκής πλευράς βρίσκονται επίσης ο πρόεδρος του κοινοβουλίου Αγκίλα Σάλεχ, ο πρόεδρος του Συμβουλίου του Κράτους, το οποίο είναι ισοδύναμο με την Άνω Βουλή στην Τρίπολη, Χάλεντ αλ Μέσρι, καθώς και οι επικεφαλής κάποιων παραστρατιωτικών οργανώσεων.

Libya has been politically unstable since 2011 when a successful uprisingagainst Muammar Gaddafi’s longstanding regime left a power vacuum. A transitional government was elected in 2012; it quickly becamedysfunctional. To replace it, the North African country held an election in 2014 but this led to the creation of rival governments, each backed by a powerful coalition of militias.

Από την πτώση του συνταγματάρχη Muammar Qaddafi το 2011, η Λιβύη υπέφερε από χρόνια αναποτελεσματικής και δυσλειτουργικής διακυβέρνησης. Μια σειρά αδύναμων κυβερνήσεων πέρασε από την Τρίπολη μετά την επανάσταση, καθώς ισχυρές πολιτοφυλακές ανταγωνίζονταν για τον έλεγχο επί του εδάφους. Η χώρα διχάστηκε περαιτέρω το 2014, όταν μια αμφισβητούμενη εκλογική διαδικασία είδε πολιτικούς και συμμαχικές πολιτοφυλακές υποστηριζόμενους από την Ισλαμική Δημοκρατία να καταλαμβάνουν την εξουσία στην δυτική πρωτεύουσα, Τρίπολη, και να αναγκάζουν τη νεοεκλεγμένη Βουλή των Αντιπροσώπων να διαφύγει στα ανατολικά, όπου συμμάχησε με ανατολικές αντι-ισλαμικές δυνάμεις . Παρά την υπό την ηγεσία του ΟΗΕ συμφωνία που εγκατέστησε το 2016 μια Κυβέρνηση Εθνικής Συναίνεσης (Government of National Accord, GNA), οι αντίπαλες παρατάξεις σε ολόκληρη την χώρα συνεχίζουν να πολεμούν η μία την άλλη. Δεν αποτελεί έκπληξη το γεγονός ότι το Ισλαμικό Κράτος (ή ISIS) και άλλες ανταρτικές τζιχαντιστικές ομάδες εκμεταλλεύτηκαν την πολιτική αστάθεια της χώρας, μετατρέποντας αποτελεσματικά την Λιβύη σε ασφαλές καταφύγιο και έδαφος όπου εκθρέφονται εξτρεμιστές.

This comes as the Egyptian supported Libyan House of Representatives in Tobruk has offered a political amnesty to all prisoners being held in mainly western and central parts of Libya due to their associations with Gaddafi’s Great Socialist People’s Libyan Arab Jamahiriya.

It is widely known that the U.S.-led NATO intervention to topple Libya’s Muammar Gaddafi in 2011 resulted in a power vacuum that has allowed terror groups like ISIS to gain a foothold in the country.

Despite the destructive consequences of the 2011 invasion, the West is currently taking a similar trajectory with regard to Syria. Just as the Obama administration excoriated Gaddafi in 2011, highlighting his human rights abuses and insisting he must be removed from power to protect the Libyan people, the Trump administration is now pointing to the repressive policies of Bashar al-Assad in Syria and warning his regime will soon come to an end — all in the name of protecting Syrian civilians.

Dozens of former Daesh ‘sex slaves’ freed in Libya
Libyan authorities today released 28 Eritreans and seven Nigerians who were captured and enslaved by Daesh in Sirte and had been held in detention since the jihadist group lost the city in December.

The group, all but two of whom are women and children, escaped from Sirte, a former Daesh stronghold in central Libya, while forces from the nearby city of Misrata battled to oust the militants late last year.
