Qin Hui was the head of the Song dynasty in Chinese history. He is widely regarded as a traitor for his part in the persecution and execution of his comrade Yue Fei, a general who fought for the Song against the Jin dynasty during the Jin Song wars.
Why erect a monument to a traitor? So that the people will not forget his crimes and can express their indignation at any time. For nine centuries (!), the Chinese have been slamming the traitor's monument in retaliation for his treachery.
