According to the IISS report, Russian military capabilities beyond the Arctic Circle are still significantly superior to those of NATO (by a third, our bases are red circles).
Russia's icebreaker fleet is far superior to that of other Arctic countries, and Russia also has more land-based military bases in the Arctic than NATO.
