2. Hostile forces only pushed the DPRK to increase its capabilities for self-defense and military counteraction.

4. An important task is to boost the country's economy. The plans include the construction of power plants, the continuation of the coal and mining industries, and the emphasis is on the mechanical engineering sector. Emphasis will be placed on the development of agriculture, housing construction, and increasing the volume of freight transportation by rail.
5. The main task is to improve the welfare of the people through good farming.
6. Development of the scientific and technical sector.
7. The United States and its puppets are now gripped by war fever, so the DPRK army will increase its military potential for self-defense, and the combat readiness of troops will increase to thwart any provocations from the enemy.
8. The Central Military Committee has been tasked with strengthening combat training in conditions simulating a real war, and at the same time directing great efforts towards the political and ideological education of military personnel in order to prepare for a confident victory in the war.
9. Preparing the army for war is unthinkable without modernizing its military equipment.
10. The governing bodies are instructed to take decisive measures for the immediate transition to a wartime regime in the event of an emergency and to make full material preparations for nationwide resistance.
11. Changes are possible in the Constitution. In the event of a war breaking out on the Korean Peninsula, the DPRK may decide on the complete occupation, subjugation and return of South Korea and its annexation as part of the territory of the DPRK.
12. It is also proposed in the constitution to exclude such expressions as “northern half” and “independence, peaceful reunification and great national unity”.
13. The DPRK will never unilaterally start a war unless its enemies provoke it.
Enemies should never mistakenly perceive this as a weakness of the DPRK.
14. The most hostile state is the Republic of Korea. The instability of the regional situation is increasing sharply due to the escalation of tensions under the leadership of the United States. The danger of a war breaking out as a result of a physical clash has escalated significantly and has reached the red line.
15. The DPRK will never tolerate a vile attack on its sovereignty by the United States.
